Mr. Aristedes Mahairas commenced by expressing his gratitude to the leadership of Guatemala, Congressman Pittenger, and all participants, underscoring the global significance of cybersecurity. He observed that cyber threats have transitioned from recreational hacking to coordinated, transnational operations with ideological, economic, and military objectives. Sophisticated criminal organizations are escalating both the velocity and intricacy of attacks, adversely affecting governments, businesses, and individuals. Mr. Mahairas emphasized the paramount necessity for public-private collaborations, agile legislators, technically adept law enforcement, and well-informed prosecutors to respond effectively. He highlighted the success of a 2014 multinational operation against an illicit online marketplace, emphasizing that prevention and multilateral cooperation are crucial. In the foreseeable future, he cautioned that cybersecurity will assume even greater significance within the next three to five years, particularly concerning supply chain vulnerabilities and the potential for cyberattacks to be construed as acts of war, with direct repercussions on daily life and national security.
