Mr. Charles Parton cautioned that cellular IoT modules, small embedded devices that connect machines and infrastructure to cellular networks pose a significant national security risk if controlled by Chinese companies.

He contended that China, particularly the Chinese Communist Party (CCP), possesses the intent and capability to strategically leverage technological dominance. While public attention has focused on firms such as Huawei and Hikvision, Mr. Parton emphasized that cellular IoT modules represent a more profound systemic threat because they are embedded within vehicles, smart meters, industrial systems, and critical infrastructure. Since these modules receive remote firmware updates, users must trust the manufacturer. Under Chinese national security laws, companies are mandated to cooperate with the state, raising concerns regarding data access and potential disruption.

He delineated three primary risks if China acquires supply monopoly:

  1. Mass data access
  2. Political leverage through supply dependence
  3. Ability to remotely disable critical infrastructure

Mr. Parton urged governments to take proactive measures rather than await conclusive evidence of abuse. He concluded that while cooperation with China should continue where feasible, strategic “de-risking” in sensitive technology sectors is imperative to safeguard national security and economic stability.
