 Hon. Eric addressed China’s approach to irregular or unrestricted warfare, emphasizing its holistic and integrated strategy across diplomacy, economics, culture, technology, and military power. Key points include:

  1. Holistic Strategy: China links infrastructure projects (like Belt and Road) to strategic military objectives, such as long-term access to ports and potential naval bases, bypassing the siloed approach typical of Western governments.
  2. Maritime Focus: Any future conflict with China is likely to be maritime-focused, not a land invasion. China is rapidly building naval capacity and capabilities in hypersonic weapons, drones, and cyber warfare, while the U.S. faces shortages in ships, shipyards, and skilled workforce.
  3. South China Sea & Island Territories: China claims the “nine-dash line,” militarizing islands and expanding territorial assertions, creating flashpoints with countries such as the Philippines and Taiwan. Mock exercises simulate attacks on Taiwan’s presidential palace, showing the seriousness of their intent.
  4. Economic & Debt Leverage: China uses debt-trap diplomacy via the Belt and Road Initiative, gaining leverage over countries that become indebted. This extends to digital currencies, IP theft, and potential weakening of the U.S. dollar’s role in global trade.
  5. Gray Zone Warfare: Non-kinetic strategies include controlling water supplies via dams along the Mekong River to pressure countries like Cambodia, demonstrating influence without traditional military action.
  6. Diplomatic Penetration: China seeks to reshape international institutions like the UN and Interpol in its favor, placing Chinese officials in key positions to advance its global agenda.

He stressed that China’s unrestricted warfare is multi-dimensional, combining military, economic, diplomatic, and technological means to expand its influence globally, making it critical for the U.S. and its allies to recognize and counter these integrated threats.
