30th Parliamentary Intelligence-Security Forum – Artificial Intelligence, Big Data, and Disinformation

Mr. J.C. Boggs outlined how national security in the 21st century extends far beyond military power, now encompassing industrial capacity, investment flows, energy security, access to resources, and technological leadership as key determinants of geopolitical strength.

Mr. Boggs emphasized the growing strategic competition between the United States and China, identifying artificial intelligence (AI) as the most consequential driver of economic, political, and defense capabilities. He noted that while the United States leads in advanced

semiconductors and private-sector AI investment, China’s large engineering workforce, lower costs, and centralized decision-making enable rapid advances in robotics, autonomous systems, and AI infrastructure.

Mr. Boggs highlighted AI’s transformative benefits in healthcare, drug development, and financial security, while warning of serious risks from generative AI, including deepfakes, sophisticated cyber fraud, and destabilization of information environments. He concluded by stressing that AI governance and international parliamentary cooperation will be essential to navigating the opportunities and risks of rapid technological change.
