23rd Parliamentary Intelligence-Security Forum – Adversarial Foreign Investments

Honorable Cordell Hull addressed the United States’ approach to screening foreign investments to safeguard national security. He elucidated the role of the Committee on Foreign Investment in the United States (CFIUS), an interagency body overseen by the Treasury Department. CFIUS evaluates transactions for potential risks and can recommend that the President block deals.

Hull underscored the evolution of CFIUS, including the 2018 legislation that expanded its authority, streamlined reviews, and incorporated real estate near sensitive sites. He observed that most transactions remain voluntary, but non-notified deals are increasingly being monitored. High-profile cases involving TikTok, Grindr, and semiconductor acquisitions exemplify CFIUS’s role in protecting U.S. interests.

He emphasized the necessity for sustained vigilance, enhanced resources, and coordination with allies, as adversaries adapt through shell companies and intricate structures. Hull stressed agility in regulations and optimism that integrated international screening efforts will fortify national security.
