Emanuelis Zingeris is a prominent Lithuanian politician, Member of the Seimas of the Republic of Lithuania, and signatory of the 1990 Act of the Re-Establishment of the State of Lithuania. He has long coordinated inter-parliamentary relations, including serving as chairman of the Lithuanian-American inter-parliamentary group, rather than chairing a U.S. Congress caucus (which belongs to the United States legislative branch).
