Mr. Christopher Porter, Head of Threat Intelligence at Google Cloud and a former member of the U.S. intelligence community, asserted that cyber operations constitute a fundamental instrument of statecraft employed by governments to project power, engage in espionage, and exert influence or disrupt adversaries. He observed that while Russia’s cyber activities in Ukraine may appear less consequential than anticipated, they have provided tactical battlefield support and persist at a high intensity, as evidenced by incidents such as the SolarWinds hack and attacks associated with the war in Ukraine. Porter underscored that cyber espionage and digital repression often accumulate gradually, targeting civilians, infrastructure, and intellectual property, and should be regarded as national security threats rather than ordinary crimes. He emphasized how Ukraine’s resilience supported by public-private collaboration and cloud migration demonstrates the significance of proactive preparation, intelligence sharing, and collective defense. In the future, he urged democratic nations to proactively enhance cyber collaboration and preparedness, particularly in potential future crises such as a China–Taiwan conflict, cautioning that preparation may appear excessive until it becomes indispensable.
