21St Parliamentary Intelligence-Security Forum – Remarks

Senator Bill Cassidy extended his gratitude to Alejandro Giammattei and the esteemed guests, underscoring the pivotal role of combating widespread corruption in ensuring the prosperity of Latin America and the Western world.

He elucidated that corruption and organized crime have transcended their traditional domains, encompassing drugs and corrupt officials. Instead, criminal networks are increasingly employing seemingly legitimate trade, such as the sale of cigarettes, cell phones, and other commodities, to finance illicit activities through trade-based money laundering. This method conceals illicit funds within ordinary trade transactions.

Cassidy further cautioned that corruption has far-reaching global repercussions, contributing to instability and authoritarian regimes. He cited notable examples, including Daniel Ortega in Nicaragua and Nicolás Maduro in Venezuela, asserting that leaders who accumulate wealth through corruption detrimentally impact their citizens.

To address these challenges, Senator Cassidy announced the introduction of legislation aimed at bolstering investment and trade cooperation across the Americas while establishing a governance platform to enhance transparency in supply chains and trade transactions. This initiative would facilitate the tracking of financial flows, mitigate opportunities for corruption, and prevent criminal organizations from utilizing international trade to launder money.

Concluding his remarks, Senator Cassidy urged governments and leaders within the hemisphere to support these transparency initiatives, emphasizing that collective action against corruption holds the potential to alter the trajectory of the region’s future.
