25th Parliamentary Intelligence-Security Forum – Remarks

In his address, Fahad bin Mohammed Al-Attiyah underscored the paramount significance of international cooperation in addressing the evolving global security and intelligence challenges. Speaking at a forum attended by representatives from over 60 countries, he emphasized that contemporary intelligence encompasses data collection, analysis, and responsible deployment to safeguard citizens and uphold national values. He stressed that security in the present era transcends border protection to encompass the safety, freedom, and well-being of all citizens. He delineated key intelligence domains, including human, signals, geospatial, and open-source intelligence, and underscored the necessity for collaboration, intelligence sharing, and joint strategies to address transnational threats such as cybercrime.

Furthermore, he highlighted the crucial role of parliaments in formulating laws that strike a balance between national security and civil liberties, ensuring accountability and oversight of intelligence agencies. Citing Qatar as an exemplar of constructive international engagement through dialogue and mediation, he advocated for transparent governance, private sector participation, and harmonized legislative approaches to fortify global resilience. Concluding, he extolled resilience and collaboration as guiding principles, expressing optimism that sustained dialogue among legislative bodies worldwide would foster stability, trust, and collective progress.
